The New Computerized Transit System
(NCTS) is a European wide system, based upon electronic declaration
and processing, designed to provide better management and
control of Community and Common Transit. The NCTS in each
country connect to each other through a central domain in
Brussels, linking approximately 3000 European customs offices
and eventually replacing the existing paper based system.
The ABS-NCTS solution is a separate
module to ABS2020 but utilising existing procedures and database
in order to provide a cost effective system. It interfaces
to NCTS via email with EDIFACT messages as attachments.
The ABS-NCTS system offers simple data-entry
screens using templates which enable the easy creation of
a Transit Declaration. The system then communicates with Customs
and automatically prints the Transit Accompanying Document
(TAD) and List of Items (LOI) which is handed to the driver
of the truck to present at the border.
Similarly, there is functionality to accept
the Arrival of a truck, issuing the required Arrival data
to Customs before unloading. This allows NCTS to discharge
the original Declaration at the Office of Origin.
The system also allows the tracking of
the discharge and - more importantly - the non-discharge of
transit movements, against pre-set rules for number of days
taken etc.
The system is hosted by ABS as a
bureau service and caters for users who use ABS2020, and also
for those customers using the system for NCTS purposes only.
